    Status of Industry to Mining and Mineral Development Activity

  • Provision of financial assistance for development of mineral industry.

  • Provision of trade tax relaxation on capital investment of Rs. 10 crore or more a Role of Government as promoter and catalyst in the changed scenario of economic liberalisation for mineral development.

  • Mineral Concentration Districts

  • Mirzapur, Sonbhadra, Allahabad, Banda, Hamirpur, Mahoba, Jalaun, Jhansi, Lalitpur, Saharanpur, Nainital and Dehradun districts of the State declared Mineral concentration districts. Focused attention on these districts for mineral development works including exploration in these areas.

  • Financial Institutions to provide financial assistance in these districts on priority basis.

  • Financial institutions to provide financial assistance for mineral based industry on priority in Mineral Concentration Districts (MCDS).

  • District industries centres of the MCDS to have special cells called 'Khanij Mitra' to provide special assistance to the entrepreneurs.

  • Special arrangements for infrastures development in mining areas.

  • Open Auction System

  • With the objective of adopting transparent, trouble free, oriented and competitive system concession of most of the minor minerals shall be sanctioned through open auction system.

  • Action Against Malices

  • Effective steps will be taken against those involved in illegal mining and irregular transportation of minerals and mine products.

  • Lease of Granite

  • Existing rules will prevail in sanctioning of Granite lease.

  • Under this arrangements, lease will be sanctioned to entrepreneurs interested in setting up industries according to the recommendations of the committee, constituted by the Government.

  • Simplification of Procedures

  • Simplification and decentralisation of complex procedures of leases for mineral development.

  • Provision to ensure punctuality in maintaining mineral prospecting license and award of lease within 30 days, after preparing all work plans within 30 days.

  • Provision to solve problems of entrepreneurs through single table under one roof system.

  • Encouragement to private sector

  • Encouragement to indigenous and foreign capital investment and private participation.

  • Preference to technically qualified and financially sound entrepreneurs in sanctioning mining lease.

  • Setting up of Mineral Estates for overall mineral development.

  • Special provision of infrastructural development in mining sectors provision to provide consultancy through experts and provide equipments on lease of the Geology and Mining Department to the entrepreneurs.

  • Simplified arrangement to provide financial assistance to entrepreneurs investing more capital, adopting hi-tech and taking risk in setting up their industries.

  • Scheme to encourage foreign capital investment in mineral development process.

  • Provision to give preference in allotment of mining lease to a entrepreneurs engaged in upgradation and increasing quality of minerals.

  • Provision of implementing 'MODVAT' system in mineral industry.

  • Development of new markets for marketing of minerals.

  • Encouragement to mineral exporters.

  • Assist entrepreneurs in preparation and setting up their projects, besides publicising information about mineral industries on Internet through UP's website.

  • Mineral Development Fund

  • The State Government will create 'Khanj Vikas Nidhi' by providing five percent of the revenue collection.

  • Provision of modern equipments for exploration and testing by this fund.

  • Arrangement of providing computerised database.

  • Welfare schemes to be initiated for reclaimation of land.

  • Uplift of Socially Backward Sections

  • Provision to offer new opportunities of social security/development and employment to mining worker Arrangement of monitoring security and welfare schemes for workers engaged in mining activity.

  • New Job Opportunities

  • Employment opportunities by promoting mines and mineral industrialisation.

  • Development areas

  • Most of the areas where mining based industries play an important role in the economy of these areas are backward areas. These are Bundelkhand, Mirzapur and plataue of Sonebhadra besides Uttarkhand Scheme for development of these areas by mineral development.

  • Encouragement to mining activity on a scientific basis in accordance with the National Mineral Development Policy and creation of employment opportunities in backward areas besides economic development of these areas.

  • Environmental and Ecological Balance

  • Adequate efforts would be made to maintain environmental and ecological balance alongwith exploitation of mineral resources.

  • Human Resource Development

  • Arrangements for entrepreneurship development alongwith providing modern training in mineral development to entrepreneurs.

  • Scheme to set up special training-centres and start mining courses in technical educational institutions

  • Welfare Programmes

  • Provision for opening of schools, hospitals and training-centres for fishermen.

  • Working Group

  • Constitution of a working group under the chairmanship of Development Commissioner for making required changes in policies and precedures keeping in view the dynamic process of mineral development and industries based on mining.
