Highlights of Road Policy


  • Connect all villages by all weather Roads by the year 2010.

  • Phased metalling of all embankment Roads of irrigation canals.

  • High class maintenance of Roads. All National High-ways to be renewed at regular three years intervals. Similarly all State High-ways will be renewed every 5 years. Major Districts Roads every 6 years and Other Districts Roads and Rural Roads every 8 years.

  • Establishment of Road Fund for regular and continuous maintenance of Roads.

  • Widening and Strengthning of all Roads on basis of density of Transport according to establishmed norms.

  • Survey to be carried out in 1 year for identification of need for new Bridges and renovation of old once.

  • Survey of Over Bridge/Under Bridge requirement in 1 year and phased construction of these, with approval of Ministry of Railways, Govt. of India.

  • Survey of Fly-Over requirement within 1 year and subsequent construction of such Fly-Overs in a phased manner.

  • Development of Express-ways as Toll Roads.

  • Setting of Inter Departmental Committies under the Chairmanship of DM's and Commissioners for proper regulation and planning of Roads in Urban Areas.

  • 15% annual increase in budgetary provisions.

  • Increase in deployable resources by dovetailing with other Central and State Govt. Schemes. Road construction. Funds of Mandi Parishad, Cane Development Department, District Panchayats and Districts Rural Development Agencies, to be transferred to PWD. Legislative changes to be made if necessary.

  • Assistance from World Bank, Asian Development Bank and O.E.C.F. to be sought for development of Roads.

  • M.O.U. with National High-way Authority to be signed, to ensure greater share of Central Funds for of Roads in the State.

  • Private Sector to be associated in the development of Roads. Detailed guide-lines for B.O.T. and other mechanisims to be formulated separately.

  • Government Consturction Agencies to participate in selected Private Projects through equity. Detailed guide-lines for this to be formulated separately.

  • All Private Projects to be awarded on Competetive Bidding Basis.

  • Technical standards laid down by Indian Road Congress and Indian Standards Bureau to be adopted.

  • P.W.D. to be Nodal Department for all Road constructions.

  • Strengthening of Research Facilities in PWD.

  • Prevention of Ribbon Development along Roads.

  • Development of Computerise Data-Bank for planned maintenance of Roads.

  • M.I.S. at various levels to expedite decision making and streamline monitoring.

  • Modification of rules/procedures to reduce dependance on Contract Systems.

  • Individual responsibilities of officers of all level fixed for maintenace of Roads at regular intervals.

  • U.P. State Bridge Corporation nominated as Nodal Agency for B.O.T. Projects.

  • Afforestation on Roads Sides.
